Construction Management
Scribe’s primary offering is a bespoke Construction Management (CM) service to Customers, an alternative to the alleged “risk free” Design & Build (D&B) procurement route.
Recent combinations of COVID, Brexit, inflation, material availability and price volatility, energy costs, international hostilities, increased insolvencies, and a hard insurance and bond market have proven that D&B is not always risk free, cost effective and efficient.
D&B is only ever as good as the main contractor’s cash flow and notable administrations and liquidations show the fragility of household names in today’s market.
Pre-Construction
The Building Safety Act 2022 (BSA) introduces strict Gateways to ensure safety has been taken into account throughout the design and construction phases of higher-risk buildings (HRB’s).
No building work can commence without Building Safety Regulator approval of Gateway 2 (Pre-Construction), requiring a fully detailed RIBA Stage 4 design compliant with building regulations.
Scribe can fulfil the duties of the Principal Contractor for HRB’s for BSA compliance, providing the necessary competent planning and management services as well as relevant supply chain input for design development.
We can either continue onto the construction phase under a CM arrangement or manage the procurement of, and the transfer of duties to, a D&B main contractor.

Construction Management
Construction Management (CM) is a flexible procurement route that gives the Customer more control. Unlike Traditional or Design & Build methods, it enables faster and more transparent project delivery.
The Customer engages the Design Team and a Construction Manager to oversee and co-ordinate the design, procurement, and construction. Specialist Trade Contractors are appointed direct to the Customer, managed, and administered by the Construction Manager.
Numerous major complex developments have been successfully delivered via CM, but it can be applied to any project and any Customer.
Scribe can provide further cost certainty via CM by providing Customers with a fixed lump sum price for preliminaries, with JCT equivalent terms for variations and extensions of time.
